Cecil retired in 1981 to Tucson, Arizona then returned to Triangle Lake, Oregon in 1997 and finally Veneta, Oregon.  He was affiliated with China Post #1; American Club, Shanghai; Soldiers of Fortune Worldwide and American Legion.

Cecil was the youngest brother of three older sisters, Cora Phillips, Clara Sellers and Winnie Logan, all of whom have preceded him in death.  He was married to Genevieve Robertson, now deceased, from 1940 to 1949, then Lucille Koch from 1954 to 1996, and by common law to Jean L. Melhorn from 1992 to present.  He is survived by nieces Dorothy Roberts of Tucson, Arizona, Frances Cobb, and Jean Fields, and nephew Joe Mosely, all of Birmingham, Alabama.

Cecil, by his request, was cremated and his ashes spread overlooking his beloved Triangle Lake.
